Avoiding Site Accidents!

“When you take in consideration all the possible chances of any mishap happening at the site & make safety arrangements to avoid it accordingly in the right way & yet something bad happens & someone loses his or her life, that is what I call an accident”… Me.

Friends, the above quote is not actually a quote but it’s sharing a thought process as you can easily imagine it’s about site accidents & to avoid them or to learn from them! And I just thought of these words in a brainstorming session of our fact-finding committee formed to analyze reasons for a recent accident at one site in Pune. Adhering to the outcome of this sharing as here will try to use this case study building a system which will be workable & will help to reduce ( I am not saying stop) the accidents at the sites!

As first & foremost we must understand that civil Eng works are still carried out in our country mainly by humans as labor force is cheaper in this country (unfortunately, so is life too)  & that too most of them are in this trade just because they have nothing else to do & finds it easier for their survival & not by choice! So, to train them is a big challenge as barring a few institutes there are not many schools of colleges which will give formal training of these trades such as tiling, masonry, plumbing, carpentry, or steel reinforcement & many such. This makes educating these laborers on the safety front more tough as most of them are illiterate & are used to doing the work in their traditional way which doesn’t include safety as training! Then comes the supervisory part, being a civil Eng by myself, I vouch till lately, safety wasn’t a subject which they teach you in Eng colleges in depth (rather even on surface too) & no wonder in construction industry (not just real estate) a good civil engineer also not that good in maintaining safety at site is a fact! The main reason behind most accidents at construction projects is, safety was never considered as a quality aspect of any structure’s building process right from teaching civil engineering & this aspect we must keep in mind in achieving safety at sites!

For the contractors (I am referring to all trades) just to get a contract if you are missing safety from your expenditure then you are making a big mistake as one accident can wipe not just your profit from that work but all your earnings, please keep this thing in mind while quoting for any contract. As well do check & sign term sheet or tender or work order with your sub-contractors with proper safety clauses & follow them.

Lastly for the owner or builder (I am restricting to real estate) , your neck is the first in the line when any accident happens & more than this, I don’t want to comment anything about the developer's approach towards safety at the site!

Coming back to the subject, let's first list the probable stages of a construction site where accidents can happen & then only, we can make arrangements to avoid them, right?

1.While you buy the plot

Many times we think how an empty plot can cause harm but that depends on geography, topography as well geology of that plot. Study carefully, all these aspects of the plot, make documentation of the condition of the plot while you buy it even before building a compound wall as well what activities are happening in the neighborhood of the plot as all these things matter. Such as natural water source of path from or near by your plot, slopes where landslides can happen or water-logged areas or deeps as all these things can be the reason of accident even when the plot is empty & you make labor camps here.

2.Labour Camps

Most neglected & susceptible location for accident, right from its location to arrangement to material used for making it everything matters.

3.Boundary Walls

Making a boundary wall can be a costly affair depending on plot size as well soil strata but if you try to save on money in building the boundary wall it can cost you a fortune, so do it only under structural consultants advice as even if you spend money in making it fancy it must be durable also!

4. Excavation for foundation or basement

Maximum accidents happen during this phase & when we have to build thirty / forty storied buildings we need to dig deep in earth also & there is where the problem starts. Utmost care must be taken when you excavate your plot as it's not just safety or people working but adjoing properties also needs to be taken care in while you dig deep into your plot. At the same time dewatering is there if groundwater is high. Main issue is, most of western Maharashtra has black cotton soil as top earth cover & is very tricky in physical behavior; when it comes in contact with water it shrinks & expands when it gets dried, thus it physically flows, causing maximum accidents! As well flooding in rains also can be a matter of concern when you dig. And in case of redevelopment projects there is demolishing of existing structures or even the time of some bungalow also, these too are the stages of work where utmost care needed to be taken to avoid accidents.

5.RCC / Masonry/ Plaster

Here two fronts one must check, one is accidents during shuttering for slab work or casting & second is accidents while scaffolding work for masonry & plaster from outside. And as the structure goes up high then the service ducts openings at every slab level also are danger spots such as lift ducts, electric main’s duct & many such.

 

6.Facade & Elevation Works

With the craze of fancy elevations as well as glazing for commercial buildings, we have to make separate treatments to the entire height from outside & is a risky affair when a building is multistoried. This also needs to be taken in consideration while painting from outside as a few years back in Mumbai, entire scaffolding collapsed while painting from outside claiming nearly fifteen plus lives of the painters which were working on that scaffolding.

7.Finishing Items

Though as by this stage most of the activities are complete yet fire & electric short-circuit are two main causes which can be the reason of accidents in such things, such as tiling or interiors of the lobbies etc. As well falling down due to slippery floor surfaces also is one cause of the accident in the finishing stages. Even waterproofing of water tanks overhead or underground are risky affairs.

8.Site Equipments & Services

Construction equipment such as tower cranes, work-lifts are main reasons in construction stage accidents which must be kept under good & routine maintenance. As well in the finishing stage, building’s lifts, escalators , generators , transformers & such types of services need to be looked after carefully to avoid accidents. Even the movable machinery such as fork-lifts or Dumpers or water tankers or concrete mixers must be allowed to operate to only the trained hands to avoid accidents because of their wrong movements.

9.Children of Site Labor’s

Most vulnerable to accidents as usually they tend to follow their parents even to work areas.

10.Surrounding Neighborhood

These are more at risk because they are not site familiar & it’s us who must think for their safety. As well, clients & outsiders visiting the site also needed to be looked after from a safety angle.

Now, we can make pointwise do’s & don’ts to ensure safety at all above stages yet as I said at start there can be something all together different than these & cause a mishap but that will be an accident & next time we must cover that possibility also in our safety measures, that is learning from the accident!

Last but least, the governing public bodies as well investigation agencies like Police also must have a proper system to handle a site accident & rather than reacting to the incident & media pressure & taking face saving actions, must take a realistic & practical stand!

Being Greatful is Growing Up !

“With every passing year most people age but a very few grow & being grateful for those years is one sure sign of growing up”… Me (lol)

Dear Dada & Chota,

First, I am grateful  to you both as it gives me one more opportunity to write on my birthday & analyze  my own process of ageing or growing up, whatever we can call it! Though this birthday is more special as I will turn fifty-five & no more can consider myself in fifties or youth in the eyes of the society around & then Dada will get married this December so I will become Father-in-Law which again is sign of you being labeled as elder person in the society! Few years earlier these things would have scared me (if not on surface but within)  & now also when I think it does gives me weird feeling, as I look back & can see you two as toddlers or wearing school uniform & going to school & look today, you are all grownup & one of you is now starting his own innings as a grown-up man & I am father of a married man, wow! I look in the mirror & reality of the age hits me , the thinned gray hair, bent posture, pain in the ankle while I take first step of the day, damaged knee & suddenly the face staring at me seems different & it’s not me & the birthday vibes of fun & enjoyment take the back seat! But don’t worry, what I wrote is what happens to them who just age  with every birth day & this is what I see around me as many of my friends if are happy on one side for their son/ daughter getting married then deep within are unhappy or sad that they have aged now & no more they will be considered as young or happening & I don’t blame them as that’s what happens when you don’t understand growing up!

This is why I said I am thankful to you both (and your genre) as while following this ritual of writing to you on my birthday I learned meaning of growing up or say started learning, as the process is on yet & destination hasn’t yet arrived! But, in the years I started understanding so many thing or we can say started looking at the things differently as if on one side these years has given me scars, pain , hurt, insults, fear & deteriorated my body then these years has given me so many wonderful things, they have given me you two as well moments with my dear ones (though that list is small but moments are many) as I could read so many books, could travel in many places, have interacted  with many young minds , could meet with a few wise personalities & most importantly every day of these years has taught me something new & has kept me alive to use what I have learnt! Dada & Chota, its these years which told me how lucky I am to have parents who were teachers as that has helped me to keep myself always a student & value life on the terms like right & wrong & stay by that! And equally important is your role as presence of aaji , abbu has made me think about what my parents will think of me if I do something wrong & now its your presence around keeps me on the track as the way I look back to my parents & respect them for what they are, some day you two will look at me & that time you should not feel ashamed of the way I chose for life, at least I can try keeping this aspect in   mind.

And now Dada, it’s your turn to take ahead the ballet & your challenges are way higher than mine as I have had a strong middleclass upbringing which if was hurdle to make things big then on the other side was boon or my strength to be on right path & be happy with whatever I have been able to achieve! Your father may not be middle class by finance or resources angle but never forget what values I live by, rather make best of both aspects of me & your grandparents, is the way ahead for you! In the day-to-day personal life, I have stopped ordering or asking you both to do this or do that as you have grown beyond that & on that front, I have completed my duty but duty or parenting never ends actually; just the way you do it that changes, is what I have learnt! And I must say I am happy for the journey till now of which credit goes to you both & all the people around which has made me lucky on many fronts of life , a lot luckier than millions of people in this society & I am grateful for that! Dada & Chota, this is my growing up as life gives us many things & takes away also a few  but most of the time we end up thinking we are at loss as we keep up looking at loss-side of life; being grateful helps us to look more often at gain-side & that’s the way to be at peace, I am deliberately not saying being happy as some day you will understand the difference between these terminology by yourself!

I think the dosage even though yearly is near complete & let me narrate this year’s learnings in ten pointers (finally), here we go…

 

1. Never stop yourself from helping someone to get up who has fallen…

2.Never stop yourself from giving what you have in your plate to someone who is hungrier than you…

3.Never stop yourself from applauding to someone who is looking for some supporting cheering…

4.Never stop yourself from standing beside someone who is fighting for being right…

5.Never stop yourself from crying when you feel to cry…

6.Never stop yourself from saying thanks to someone, seen or unseen who has helped you in some way at some stage of life…

7.Never stop yourself from believing in what you feel right even if the world says you are wrong… (but for that first decide & define your right & wrong)

8.Never stop yourself from bowing your head in front of wisdom when you sense some…

9.Never stop yourself from learning a new thing however silly it may look…

and,

10.Never stop yourself from sharing your luck with someone who isn’t fortunate to be as lucky as you are…

Dada & Chota, when I look in the mirror with this realization & now the face staring at me is very much familiar, fresh rather smiles back at me, telling me that he is grateful for everything he has gained from the fifty-five years being with me; thanks once again to you both along with Nikhil, Ketki, Rohit M, Shruti, Siya & Tanisha & all young brigade & yes Disney, Marvel, DC guys too, for my growing up!

Site Accident & Our Attitude towards Safety!

Jenna Wortham is an American journalist. They work as a culture writer for The New York Times Magazine and co-host The New York Times podcast. As a journalist Jenna must have seen many accidents in her career as well those accidents also that’s why her views about accidents & safety are so precise & precious too! After a long I am writing about accident (that too site accident) is in a way a good sign yet accident happens when you are most sure about them that it won’t happen, so is the scene! Recently in Pune (where else) a tragic accident happened where a school going boy was a victim as a piece of steel bar (being used as plumb-bob) fell on his head when the boy happened to be walking along with his mother on the footpath adjoing to a project! Before I go in to the details, let me be very frank & honest, this sharing is not to blame some entity or a conclusion of who is guilty (as that’s job of investigation agencies, which are capable enough) but its  sheer analysis as an engineer as well as a common man (and a builder too) , which is very much important for not just real estate developers but every segment associated with it because accident doesn’t happens with an intimation though warning signs are always there & this particular incidence can be taken as one such!

And then I got to work on the committee formed by local authority which was supposed to find the facts about this accident & earlier also I was part of such committee & accidents which has given me a fair exposure about all aspects of an accident, which I thought can be or say must be shared as awareness is one of the main keys to prevent accidents! And I have had my own encounters with this accident named guy during thirty years of site working & till now (thanks to god) all these encounters have helped me to form a work policy to keep accidents at bay!

Let me tell you at the start, accidents can happen at any site or at any project whatsoever care you have taken as that’s why they are called an accident; the problem is about being careless or not taking any efforts or having any system to avoid the accident! This is my point of the sharing & this is what any investigation agency is interested in when they investigate an accident. Take example of accident while driving, in case you are driving at a normal speed on a road & suddenly someone comes in front of your car & dies then it’s an accident yet a life is lost so the police (investigation agency) will file an FIR & check whether you were over-speeding or drunk while driving or has jumped red signal or driving in wrong lane or was busy in checking reels on Instagram while driving, as if you happened to do so then its not just a plain accident but outcome of negligence which has costed some innocent his life!  From this angle every concerned investigation or regulatory authority will look into the accident which claims somebody’s life at your (our) site & this aspect is called as safety. Whether you have taken enough safety precautions at site to avoid an accident is very much important & for that you have to have a system in practice which matters most at the time of investigation of any accident & sadly real estate is very poor in having a system in place is a fact! Here I will suggest a three-way system for developers as well every person associated with a site accident (such as architect, rcc consultant etc) which were either missing or was present & has helped to rescue the developer or innocent persons involved in the accident.

First & foremost have a very clear & detailed documentation of the responsibilities of every job & safety aspect involved in that job. For e.g., if you are giving work of glazing of façade of a building then right from fabrication necessary for fixing that glazing to erecting scaffolding for fabrication of the façade to designing of the fabrication, mention every step & action involved in the process & safety measures necessary as well who will be doing what. For example, if safety net around the building is needed to remove to erect scaffolding for the glazing (temporary formwork/platform on which labours can work) then what alternate arrangement is being done for safety & who will be doing it, should be clearly mentioned in the work order of glazing agency’s work order you as a developer will be issuing to the agency. And this is applicable for every single job or service you will be coming across in the building of your site at every stage. Even the consultants like architects or structural designers must be covering probable accident’s details & safety measures needed to be taken on those. And this we are not doing to catch someone as scapegoat but to make everybody responsible about their duty towards safety at site! This aspect of fixing responsibility of safety measures, most developers neglect or ignore & later become victim to the investigation agencies axe because as principal employer if nobody’s responsibility is specified in the case of an accident then its your responsibility, mind it!

Next comes workmanship procedures & inclusion of the safety measures in all the work processes at site. Right from checking the physical health condition of every person while you allow him or her to work on site (checking for drunk or chronic illness of laborers) to continuous vigilance on the ongoing works, every small thing matters. Agreed, small or single building sites can’t afford a safety officer but you can train your supervisor staff for safety measures & as an owner you also must be visiting the site from this angle often! A labour working at height without safety belt, a small child of working labour playing around work area or unguarded cut-outs in the slab at higher floors, your eyes & senses must be trained to look for such flaws & until they get trained make a checklist & have a habit to tick it every day at site! As well try to infiltrate the safety which is an attitude till the last level of personnel at site as actually the labourers who are exposed to the accident directly & unless they themselves start thinking for their own safety the accidents won’t be reduced! At the same time this particular incident where our committee is involved the victim was not even part of the site staff but a passer by common citizen & while working in urban centres this aspect also must be kept in mind. Keeping safety within the site premise along-with that of adjoining properties & people around both things are equally important!

Third aspect is of documentation as well keeping records of the site work & premise, written & visual, one more weak link (kamjor kadi) of real estate; because in this particular incident there has been a tin-sheet barricade between footpath & the building but due to footpath flooring work the authorities have asked to remove the tin-sheets to the developer, is what the developer’s says & the authorities are saying that they didn’t gave any such instruction! At such times written communication comes into the picture, not to blame or frame some entity but to fix & make the concerned realize the responsibility of some action!  Developers must understand that their neck is at stake in case of any accident at site, that’s why every communication with every agency must be there in writing & kept as record & in proper time, as you never know when it will be required as evidence of your safety approach! Especially communication with govt agencies as well neighboring buildings or establishments, regarding safety issues as in one of my own projects where I noticed that the compound wall of one of the adjoining societies to my plot has been tilted! I immediately clicked snaps & wrote a letter to that society & sent a copy of that letter to local police & public bodies, warning them about the condition of their wall & mentioning we won’t be responsible for any damage if it happens if that wall collapses in the future! Nobody of them ever has acknowledged but I have kept the record with me, this is documentation!

And then we must have modern technology at our service & things like having twenty-four hours surveillance of CCTV on all four sides of your building is a must to capture every thing happening at site making us know who has faltered in his or her respective duty regarding safety! As well save the CCTV recordings till the work gets complete, do spend on such systems as it's like spending for insurance & not waste of money. Keep all essential emergency contact names & numbers available on site & make a whats-ap group of all such people so in one message everybody will be alerted in case of an accident. Conduct a mock-drill of your own once in six months for accident situations so you will know who has understood his or her responsibility about safety & if the site is big enough then get a safety audit done per month! As well, keeping proper maintenance of all the machinery such as site lifts or concrete mixers & pumps also is very important & can help in avoiding accidents!

Here, the role of the public body is also equally important as real estate is an unorganized sector & most works are carried out by hand & those men are non-technical. Barring a few big organizations most tradesmen are in the trade just by practice & have no proper training of safety which is a must! PMC along with Fire Dept & CREDAI can start a short-term course making site labourers aware about basic safety norms & procedures at site & it should be made mandatory for every person working at site!

Below are the ten pointers about safety at sites which I have learnt…

1.Understand the term safety.

2.Train every person from a safety angle at site.

3.Take care of children & kids on site.

4.Keep all machinery in proper working condition.

5.Use of technology such as CCTV surveillance at site.

6.Proper documentation of the safety measures being taken.

7.Fixing responsibilities of every concerned person regarding safety aspects at site.

8.Constant awareness efforts about safety i.e., posters display, WhatsApp messages, videos etc.

9.Proper & in time communication with the authorities regarding safety issues related to the site.

10.As a developer, unless you don’t practice safety, no one else will!

Friends, nobody wants accidents as they not only cause loss of lives but financially also gives a big setback to all associated with the accident, defeating the very purpose of doing business & best way to face an accident is to avoid it from happening, which depends on us only, mind it; adios with this note!
