Water, Whose Baby Is It?

Fiona Paul resides in the Midwest but travels a lot since she can’t breathe if she spends too much time away from the ocean. In addition to being a writer, she’s also worked as a line cook, retail manager, veterinary assistant, medical recruiter, English teacher, and registered nurse. Interesting career & no wonder she can write about water in such a wonderful way as she lives with water (near ocean) & of late water has been by the second most favourite subject for writing i.e., after wildlife! And just like wildlife water too is the most neglected subject by us, the so-called humans as we are cursed with a habit of taking things (read as nature) granted. The way we think about wildlife (forests & other species) rather doesn’t think is proper term but I am using it as taken granted so be it, that wildlife will survive at its own & we keep planning for humans only, same way we take water as granted i.e. we think we will keep on building our homes, factories, highways, schools, malls & many such & we think water will be available to us at our will & as per our need (read as greed)! And to justify that we say nearly 71% of earth’s surface is covered by water & just 29% is land area, so we are right but is this water useful for us, we never think! At the same time nearly 220 crore people doesn’t have even access for potable water is also a fact, that’s one fourth of total population of the world! With the speed our country is growing (in population) soon most of our countrymen will be from that one fourth portion of the world for sure, which is my subject of sharing!

Joke is, every year’s rainfall is the same which is a major source of our water need but what we are forgetting is population is increasing, our use is increasing & our planning to use the water 9read as conserve) the water is deteriorating fast, is my subject of sharing! And on top of it instead of doing right things to manage the water we are just pointing fingers at each other like “Mamacha Patra game” (please google it for this game details, all I will explain is, it’s a simple game of our childhood where everybody used to dodge the responsibility of possessing an imaginary letter but here the water is not imaginary & very much real & so is responsibility of everybody about its use & conservation too! *Disclaimer before reading ahead, please check long-forms’ I have used on Google as it's more frustrating to explain them every time (sarcasm)!

Interestingly, (read as frustratingly) I came across many news in recent where responsibility of supplying water to the projects (builder’s projects what else) has been dodged by the civic/public/planning authorities (call them anything, hardly matters) in & around Pune, means, PMRDA said, it won’t ask for the assurance of water supply while sanctioning the new project’s plans if the project comes under PMC/ PCMC jurisdiction but the projects which are beyond these limits will have to assured that they have their own water supply provision for the residents! PMC said only if in these locations (project’s) has got ongoing work of water supply grid then they will give NOC for water supply, that too depending on the work progress & such only four villages are there from the 34 villages which are now part of PMC. Fact is, PMC asks for undertaking from developers about water supply even if the project is very much in the old city limits. Same thing is for PCMC while sanctioning the projects. Going a step ahead, both the Municipal corporations don't even take responsibility for road or drainage water or in case STP (sewage Treatment plant) is there then what to do about excess treated water! About PMRDA, it has made DP which is in High Court for its validity but the part which has shown as residential even there they themselves won't give permissions for buildings unless the developer gives undertaking for water supply for the residents in such projects! And why I said frustratingly because, today I saw a full page advertise in newspapers which says our State is becoming water self sufficient with smiling faces of PM & CM & DCMs in the said advertise, while the reality is in Smart & Developed city like Pune no govt agency is taking responsibility of basic infrastructure like water supply!

On top of it, recently few learned leaders as well intellectuals of Pune city (there are many such) appealed to Hon CM of State not to allow new projects under the present revised development control rules, as it adds to the load of inadequate infrastructure of the city! Now this is tricky situation because if you refuse the appeal of these intellectuals of burden because of DC rules on infrastructure such as water then why the local bodies (PMC/PCMC/PMRDA) are asking for undertaking from the builders for water supply & if you accept that you are unable to supply the water for the new development then why are you sanctioning the new projects with added FSI as per these DC rules, right? And most importantly, why the Govt (read as CM & DCM) are dodging the question that whose responsibility is it, to provide the water to the residents of all the new projects as well the existing ones? As a businessman (read as builder) I check any land’s viability depending on its legal status, zone, proposed growth potential, possibility of consuming allowable FSI & expects that when I am paying to the local civic body  its development charges then it’s that respective civic/public body’s responsibility only,  to provide me basic infrastructure such as road, water, drainage, electricity & not at free of cost but govt charge me (read as residents) as per the consumption of water & power as well make me pay property tax for services such as road & drainage which people does pay! But when I go to get the sanction of plan of my project after buying such land then the local bodies tell me that they won’t be responsible for providing any infrastructure but force me to give undertaking that I will do all such, my question is what kind of business policies are these & more than that my clients also expect the same from me, as govt itself (read as PMC/PCMC) says so!

Guys, take example of electricity, all the flat holders pay for the use of electric supply they consume & when power is not there the in case of generator / inverter is required to use, does they ask to the builder to pay for the diesel of the generator or the batteries of inverter, I know the answer is no! Then how can the developer be responsible to pay water consumption charges for the water which is used by the residents, is my question? And if so, then where PMC is supplied by the local body that also the developer has to pay as only because PMC or PCMC can’t supply the water to the residents o the building which is their legal & moral responsibility, why the builder should take that responsibility, is my question & purpose of this sharing!  And let’s keep apart all these whose responsibility but when any public body makes development plan of a locality, how they can do it & declare as residential or commercial zone without having any provision or planning for very basic thing as water, high time to ask this question to the govt by not just the builders but by all the citizens! Incidentally, when our rulers call for other big industries to start their business here, then do they take such undertaking of taking responsibility for water supply from MNCs like Mersedes or Toyota, is the question I want to ask here! And we all know the answer that rather the Govt gives assurance of water, drainage, road & electricity to these industries at subsidized rates then why the same law is not applied to real estate, as is this some illegal liquor we are making here, is the question I want to ask to the Govt!

I think what the govt must focus now on is creating water supply centres & for that first identify the source of water & then a network to distribute the same & make a deadline backed up project plan area wise for Pune region, publish it & then focus on conservation techniques, here I agree role of developer is important for conservation of supplied water! Dear Mai Baap Govt, these homes & the commercial premises with well backed infra is in actual an infra only for these all other industries you are welcoming as you may give water to make the cars but what you will do if the car making hands are thirsty, and then you all cry that industries are going to the other States & political foul-play in it, but what are we doing about the water, is what will decide fate of this State & not just pointing fingers at each other, is all I will say; adios with this warning!

Other Side of a Bhai!

Crime & criminal’s lives have always been the subject of fascination in our society as we all secretly have a dark side within is a fact acknowledged by psychology also! And that’s why when this short (well, lol) or say brief sharing about crime news in our Safe City Pune, then first quote writer doesn’t need any introduction than he is writer of “The Godfather” & another name, whose quote fits so perfectly for the subject is Colfer, an Irish author of children's books. He worked as a primary school teacher before he became a full-time writer. He is best known for being the author of the Artemis Fowl series. No wonder Colfer being a teacher & story writer for kids could pen down exactly my feelings about crime & criminals! Mr Puzo, wrote Godfather & Marlin Brando (who played it on screen) took crime to new high about which I have already written & I do admit I am great admirer of Godfather’s philosophy about life & work, not its use or application, let me be clear! The reason for this sharing is, sudden increase or say rise in the crimes & crime news which may not be an organized crimes as per police yet a murder is a murder & a theft is a theft & all such acts are crime & they are bad for the society, means bad for any business here! And the more alarming aspect of all these crimes is, participation of minors or youngsters, making things difficult for the police & many of the youngsters are not on record as criminals! Here, many readers won’t understand the term “on record criminals” which we all must be reading in the newspaper or media but what it actually means is, whenever police catch/ arrest any criminal in relation to any crime then his/ her name along with all the details gets into the police database. So, whenever any crime happens then the police's first suspect is on the names from the database with matching crime & criminal involved & they are called for inquiry, in parallel to the investigation of that crime. In short, now you are tagged as a criminal i.e. you are on police record!  But recently the criminals involved in many crimes are not on record, means they don’t have any criminal history as well as being minors i.e. under the age of 18 years, makes it difficult for police to detain them or say they don’t have fear of long-term jail, by the law provisions for the minors! And it’s in a way true, this must have done to give second chance to the kids or say youngsters in case they are involved in crime but unfortunately this is being used as a shield against punishment & many professional criminals are appointing/ engaging minors for their crimes, taking advantage police’s limitations to take action on under aged criminals, is what made me feel like writing this piece!

Many readers will think, what I have to do or how I can be an authority on such subject & why I am showing my Gyan leaving my standard territory of writing i.e. Wildlife (read as tdaoba) or Real Estate but I am writing this just to make aware society at large the threat this aspect of life poses for our entire future & business as well as day to day life too! As, police are not Gods neither they can be everywhere or can make criminals take right path of life, that’s not their job as police’s job is to control crime, to detect crimes & bring the criminals in to the court of justice but need of time is to make these youngsters refrain from taking the path of crime, which is the biggest challenge police dept is facing & each of us must try to support them is what purpose of my sharing!

Reasons for more & more youngsters becoming criminals may be many but one main reason is fascination or glorification of crime & criminals is a fact & that each of us can contribute a lot to make the youths aware about hollowness or harsh truth behind that glory!  Right from Bhai (popular term of a local bad man or say criminal) being followed by group of men to his carefree daredevil attitude to his hoardings/ cutouts on his birthdays to his gold ornaments clad photos on social media, to his closeness with political figures & dark glassed SUVs,’ many such things attract the youngsters to become a Bhai! And most importantly the Bhai don’t have to study or appear for any exam neither he has to work 10 am to 7 am on someone’s orders, that's the main reason for fascination of Bhai & even police are friendly with the Bhai! So, why to join the rat race of JEE, NEET or attend schools, get compared with other studying fools by our parents & in the end work in some office where you don’t get any respect, right? This easy respect & good life is the main reason, many youths want to become a Bhai instead of becoming an engineer or manager or even a skilled worker, is my subject of sharing! This is where we ignore Puzo’s quote, where sarcastically he tells his men a learned lawyer can be a more dangerous criminal but for that one has to study hard, which you don’t have to for becoming a Bhai!  But every coin has another side & it's this other side of the coin named Bhai which made me write a letter to the Police Chief as that I feel is my support to not just the police but to the entire society, so do read the letter I am sharing below…

“End of a Bhai !” 

Sub: Suggestion about creating awareness in youngsters not to join criminal activities.

Respected Madam,

I am writing this from Pune & of late we all are aware of crimes happening in the city & increased participation of minors i.e. boys (mainly) who are below the age of 18 years, in those crimes, which is a matter of concern not just for Police but for entire society! I won't go into the details of other reasons why more such youths are taking crime as their career but one main reason is, social media hype or admiration & false respect by the locals, you get for becoming a Bhai! As well the image of a Bhai portrayed in movies such as Bhikhu Mhatre in Satya & recently Nanya Bhai in Mulshi Pattern, is also something we can't ignore & we can't stop that, is too a fact behind the fascination of youths about the Bhais'!

This fascination part, we can tackle by making a series of case studies (social media posts) with pictures of local bhais who once has been respected or feared by the locals but end of any such Bhai can happen eventually in either of three ways only, it ends in jail or get encountered by police or get murdered by a rival gang! What social media or any movie doesn’t show is, what happens to the family of such Bhai after he dies or goes in jail, that is what we must showcase to the youths, as Mulshi Pattern glorified Nanya Bhai but in the movie itself Nanya Bhai gets murdered in his own birthday party in mid-forties & then nobody even asks how his wife & kids survived after that! Same way, when a Bhai goes to jail then how his parents or other siblings are looked down by the society, no social media post shows neither any gangster movie scripts have such chapter in it, right? This is what Police can do & association like Credai can help to promote these creatives  & we can even ask some reputed production house to make  a two minute film on this scrip & make it compulsory to show in all cinema halls as well on the OTT platforms as these youths gets carried away with what they see & the actual sad ending side of a Bhai's life must be shown to them which will definitely help to make many kids move away from the path of crime, is what I strongly believe so dared to write you! 

Sharing this letter also with a few of my friends in our dept as somewhere someone can think better & act for the cause before it’s too late! As an individual & as an association, I will be happy to assist for the cause!

Kolkata, Badlapur, Kerala & Maharaj!

Friedrich Wilhelm Nietzsche was a German classical scholar, philosopher, and critic of culture, who became one of the most influential of all modern thinkers. And when it’s something related to society at large & its behaviour pattern some names, you can’t miss out on their words of wisdom (only if you want to listen) & Nietzsche is one such! A typical German name, difficult to even pronounce in our Indian tongue yet what he has written is applicable to all, that’s wisdom, unbounded by any boundaries & irony is his own country displayed his words in the worst possible way few years later in the form of following Hitler & his fascism! Why I remembered his above words is because of the subjects (read as incidences) which are not just making headlines but I have refrained myself from not writing on any of such headlines & reasons are two, one is best way for such incidences is not to speak of discuss about them & let their flame die on its own & second is, at present whatever you say or write you are immediately tagged as some party (political) or some religion or some fraternity, irrespective of what you feel & that’s exactly I didn’t want to happen! Yet, sometimes you (read as Me) write for myself as to speak is very easy as you can say you didn’t mean what you have said or your words has been misinterpreted but that’s not the case when you write & that’s why no celebrity (who cares) or our leaders never write anything, not even on files they check, as it’s the officers who signs the files thus ensuring safety of the leaders (political)! And from twitter or insta or FB (old school) you can delete your post, only after the effect of what you want to say has happened, but to write a blog or few paras’ needs understanding not just of the subject but of your own mindset as then only you can write with clarity!

I am not justifying my writing but whatever I have written ahead is my own analysis for my mind’s satisfaction as well for my younger genre which is going to face a lot harder times than mine! Joke is, most elders (I too am now) always think rather believe, their life was much harder than the present younger lot & today’s young ones don’t have to fight or struggle in the hard way which we (elders) have to fight! I differ strongly especially after reading, listening, watching what is happening around in the society, I feel my generation was/ is extremely lucky & my fight is nothing in comparison with what my kids or their kids are going to face, & to make them understand what lies ahead I am writing this piece! Why I am saying so, well, read ahead as recently on my school friends WhatsApp group a heated argument was going on about political parties, caste, reservations & agendas of the parties & as usual the discussion went on personal level which further deteriorated to one friend saying “I will file police complaint, who is with me” & second friend saying, “Do whatever you want to do, I am ready to come to any police station”! I knew nothing would pacify the argument yet I wrote, “guys, have we forgotten why we all are in this group! When some forty years back we were sitting on one bench (broken) we used to adjust the balance of the bench by accommodating each other’s, we used to eat from one dabba, we never asked rather we didn’t know what was cast or religion of the boy sitting next to me but I do know whether he was poor or doing good, his family situation, his needs, & we used to help each other in whatever little capacity we could! That time also there were heated arguments & occasional physical fights too, but nobody even used to take each other to teachers or parents leave apart from the police station & at the end of the day we used to head to our homes as friends! And now look where we have reached, today we all can afford to buy individual benches as our kids don’t have to share a broken bench in the school or college but they have forgotten to balance that bench by accommodating their friends the way they are & reason is we are the grownups!  This is why future of today’s younger generation is way harder than ours as we have never required to fight with our friends for our survival neither we have to choose our friends on basis of his or her status or caste or religion or gender but these kids are needed to do so & we are forcing them to do so, making their future dark, is my subject of sharing!

And to share this there are four incidences (many actually) which stole the lime light recently, first a lady doctor got raped (well, a Gents never gets raped in this society, that’s destiny of a lady only so need not have to mention a lady doctor, yet I did) in a hospital while she was on duty & brutally murdered post rape, by a war boy or say assistant in the hospital. In a girl’s school, two girls got molested (they were so young that rape seems improbable word) by the helper in the school. In movie industry, few leading actresses claimed about the sexual harassment they have to face in the industry from the reputed names. And lastly, the statue of Shivaji Maharaj falls down only in eight months after its inauguration! Now you will say, what’s logic or connection with all these as the lady doctor became victim of rape in Kolkata city in W. Bengal State while the school girls were molested in Badlapur, a suburb of Thane in Maharashtra State & the movie actresses are from Kerala Movie Industry while Maharaj’s statue fall down in Malvan fort in Konkan part of our State. That way every incident has happened thousands of kilometres away from each other yet they all are connected with each other on few fronts which is my subject of sharing. As in all these incidents, the public cry which got erupted was something nobody has expected, in a country where lawlessness is displayed with pride, wrongful behaviour (read as indecent) with women is not uncommon & please read carefully, I haven’t said such behaviour as right, as well falling of a statue, well, in last few months in Bihar State alone nearly fifteen plus bridges has collapsed & so has collapsed even part of a newly built international airport in Delhi, our National Capitol, yet nobody has been so serious or agitated, then why on all above incidents? Rather in Badlapur & Kolkata matter, the public came on road & all life of the cities got stopped, such was the numbers on roads & all these were faceless, which later political parties took charge of, as usual! Another common aspect in these incidents was the mob was hailbent of deciding the involved people guilty & wanted to hang them, though in statute case if demand was not to hang but to punish them without a trial i.e. verdict has been given by the people & punishment also!

On top of it in a recent conclave Hon Justice Mr Abhay Oak has said that to give justice is the job of only the Judiciary, means the public must not decide that & he is right! But the agitation was about the system & its ineffectiveness of protecting the victims in the first place & later in delivering the timely justice, which has made the mob behave in this way, is something we all must take in consideration, is my subject of sharing! Imagine what would have happened had the culprits involved in above incidents had got in the hands of such mob, we would have to find their body parts also for sure, such was the anguish & though I am not a judge to say the reaction was right or wrong, yet its high time to control this behaviour or else the day is not far away where such eruptions will follow all around the country & over smallest of the incidents, is my subject of sharing!  Interestingly, post all this drama a judicial reformation meet is going on in our capital of which all top brass of judicially is involved & are our leaders. Why we are not seriously looking in the system of justice by which first the enforcement against crime will be ensured & second justice will be delivered in time, is something beyond my imagination! As all the political parties, social workers NGOs’ which shouts & demands justice as well non-corrupt governance after such incidents, what are they doing before any such incident? Which political party in ruling or in oppositions has visited any govt hospital at night to check what are the security modes provided to a lone working girl there or who has visited a girls school & checked the measures taken for safety of girls there or spoken to the students about what problem they face or fear or who has stopped us to go & visit the place where Shivaji Maharaj’s statue was built & cheeked the conditions  & make it to the notice of the authority which could have avoided at least one of the above incidents, is my subject of sharing!

We are opportunists & we just feel happy or satisfied by pointing fingers after every mishap because we are not the victims in a direct way, that is the real problem of our society! Falling of a statue of a personality like Shivaji Maharaj is unacceptable in any case but what’s more concerning is, every day the values for which we warship Maharaj are getting murdered by most of us (mainly our leaders) & nobody utters a word about it! Shivaji was a king who kept his own son in prison for misbehaving with common man (no offense, that’s what the history says) & here our rulers (read as all parties) what they do is allowing their Sainiks (read as karyakartas) to trouble in every possible way to the common people, may it be a procession blocking the traffic or DJ with speaker walls in every chowk on any Jayanti or Punyatithi, or transferring honest officers under false cases just because they refused to follow their ruler’s wrong orders,  would Shivaji Maharaj has allowed such behaviour, ask this question to our leaders! Guys, indeed a statue falling in mere eight months after its Sthapana is a wrong thing but if we demand sorry form the rulers for this incident then why are not we demanding sorry for every rape case or misconduct with some actresses in some State from every concerned & beyond that, what we are doing to stop all such wrongness, is the question Shivaji Maharaj himself would have asked to each of us, mind it; adios with this note…!
