Resolutions of New Year 2023 & Real Estate!

Please before you start reading, this is a Prank Writeup or say April-Fool type stuff though somethings are facts also & take this sharing as a Black Humour for real estate!

William Motter Inge was an American playwright and novelist, whose works typically feature solitary protagonists encumbered with relations. In the early 1950s he had a string of memorable Broadway productions, including Picnic, which earned him a Pulitzer Prize. Well, the occasion is New Year, the subject is resolution for New Year & the front is real estate, then above words of Inge, I found most apt though a bit bitter! One more year we left behind & on the background of a world-wide epidemic which is still very much around but we have learned to live with it (at present at least) this new year not just real estate but the entire world is looking at with great hope! And on such background, I sleep on the 31st Dec night (No party, I like to wake up fresh on every day morn especially on 1st Jan) with the thoughts of what I should be following as resolution as a builder (and engineer too) as well what other entities related to real estate can have their resolution for real estate & with these thoughts I dozed off. And when I woke up on the 1st of Jan 2023 morning which happened to be a Sunday, an excuse for many to start their resolution from Monday, first I went for a newspaper pile on the table (old habits die hard) & the head line on the front page caught my eyes & brain’s attention too!

The head news was about the resolution of the Central Govt (Grand Parents, if State govt is Mai Baap) for streamlining real estate in the country & for that they have announced to give real estate status to that of an industry. And in addition, the news also said that a nation level committee formation which will have its sub committees at State & at City level too, at cities with population above 30 lakhs. These committees are supposed to study issues (read as problems) in-front of the real estate industry, & come up with the solutions & action plan in a time bound program of three months from 1st Jan 23. This report/ outcome of all State level committees will be submitted to a four-member apex committee with Finance Minister, Urban Dev Minister & Housing Minister as members, headed by Hon PM himself, which will then summarise & decide final policy for real estate of the country! This real estate policy will cover all the black spots of industry such as income tax on ready but unsold inventory, rationalizing GST on raw materials, land parcels as well on homes in making & focus on promoting real estate for investment to foreign investors. There will be an announcement of One Window Clearance for all real estate proposals & local level only, which has been announced by the Central Govt Spokesperson!

When I turned the front page of the newspaper to the third page covering State news, there was a second surprise (sweet one) & it was announcements from the State CM who holds Urban Development Charge also. It's been said that in the new year State’s priority will be housing for all & for that apart from the State level committee mandatory by Central Govt, the State govt also will proactively work for making real estate a business-friendly industry & target will be anybody can build his own home too! That way anybody can become a builder right now also but here after there will be registration for becoming a real estate firm & norms will be framed for registration so there will be only professionally qualified people in the business! At the same time Hon CM ordered all the local governing bodies such as PMC, PMRDA etc to frame & publish respective Development Plans within a fixed time span or else be ready for punishment for blocking the revenue of the State. The State govt will also be looking seriously towards other depts which are allied partners with UD dept for real estate such as Public Works regarding road making, Power dept for power supply, Irrigation/ Water for water supply & Revenue dept for city survey & land records. For any property in the State demarcation will be made by drone & will be made available on Net & no physical survey will be required is decided & this too in time bond program. Registration (stamp duty) dept has been allocated with budget for their Server systems as well proper infrastructure will be made available to all registration offices across the State for the people visiting these offices for registration & they will be treated the way clients are treated in private establishments i.e., with respect & professionally. And a Principal Secretary rank officer post has been created to monitor all these services which will be reporting to Hon CM.

The UD dept at State decided to form a three-minister committee to liaison with Central Govt especially Defence Ministry for their clashes with Urban Planning at local level for defence establishments across the State. Within three month a policy is decided to form for developments along the defence establishments so that once for all their norms will be frozen & this committee is supposed to have experts from the private sector, planners also on it which will submit its outcome to the apex committee by Central Govt. In this calendar year every single norm related to urban development around & in defence establishments in the State will be finalized forever is what is assured by the State govt! At the same time water, power, drainage lines, roads are considered as topmost priority for real estate growth & a budget has been allocated for every town & city for these aspects by which no private developer has to take burden of such basic infrastructure for developing his or her project. Environmental NOC has been made Mandatory for Development Plans itself & only if the use of the land is deviating from the use in DP, then the Environment NOC will be necessary for the individual project! At the same time Environment NOC will be focused on the damage of the environment if any going to cause due to the project than focusing on the infra-available to the project which will be sole responsibility of the local body only. Most importantly UD ministry announced that if any project has been sanctioned with due process from the local body, unless & until a valid reason is there on record, in no case stop work notice will be given to such project just because some other dept has raised an objection regarding the project!

With all these shocks (pleasant ones), one more news caught my attention & it was about Home Minister’s statement, which said in case of site accident first a technical committee permanently in existence with Hon Collector as Chairman will investigate the accident matter & in maximum fifteen days’ time will produce its outcome & then only the local police should book the case or frame charges against the respective culprits involved in the accident case. At the same time till such a report is on record there should not be any stop work issued for the said project. And the Home Minister also commented about the illegal constructions issue, assuring criminal cases will be filed on every person irrespective of his position, for his or her involvement in building illegal buildings as well full police protection will be given to local body staff for demolition of such illegal construction!

And finally when I opened page 5 of newspaper which covers local i.e. city news then my surprise quota was full really as its said the local civic bodies which includes PMC, PCMC, PMRDA has jointly issued a circular saying from today there will be single window sanction for entire Pune region & plans or proposals of new projects can be submitted at any three of above local bodies & entire scrutiny will be done online & faceless except submission of necessary legal documents & all the NOC’s as well challans will be handled from one window by the concerned civic body so neither architects nor the builder’s firm has to run from table to table for the individual dept’s nocs’ such as drainage, road, garden or fire! On top of that all the three civic bodies said they will be conducting monthly review meetings with the representatives of the builder’s association such as CREDAI & MBVA along with the Architect's association for clearing individual or policy issues necessary for smooth sanction process of building permission!

Oh yes, & on the Business page (which I rarely read) there was news about a statement from RBI Governor which said, finance that too on lower interest rates to the real estate projects will be made a priority by all the nationalized as well private banks & housing will be considered as infrastructure activity for funding!

After reading all these news, I put down the newspaper & opened the WhatsApp to check group reactions on CREDAI group (builders association) for such news & to my surprise the group was also flooded with resolutions from most of the builders & each was saying that his or her firm will follow every good practice the business will be customer centric only. Transparency won’t be a just word hereafter by the builders but will be the action especially while dealing with clients. Most builders have further resolved that they will be punctual in communication with not just clients but with vendors & will give time to sort out their contractor’s as well supplier’s issues such as timely payment!

After going through all these I really felt dizzy as to how much good surprises a human mind can take in one day & more than that I wondered what I should write here after regarding issues of real estate & what’s there for now to take-up as a resolution for the new year ahead by myself as a builder!  Just then the alarm clock beside my bed rang loudly to make me awake from my sleep & I opened up news-paper & the headline said, defence ministry has further reduced their no development boundary limit to 50 m from 10 m from their premise boundaries & this will be a big problem for development of the new projects in the city; when those words hit my brain, I realized what I have shared above was a dream & I am back in the real world now! I felt actually happy that there is still a lot for me to write about real estate & for me to make resolutions to make this industry better by my own behaviour, at least that much I can do by myself to make the dream a reality, right?
