A Lesson Named Avni !

Well, no need to introduce that name to the wild lifers yet for those who are not exposed to wild life except the occasional sighting of a sparrow or bulbul (that too is rare now) in the backyard of their buildings last remaining trees in Pune & Mumbai like cities as well for those whose exposure is restricted to only news papers & TV channels & who by now must have been thinking Avani aka T 1 is name of some alien as so much publicity she has got! (Sadly post death only, which is usual in our country for e.g. with due respect Nirbhaya case). Well, for all such people, Jim Corbett was probably the best wild lifer (I never like to call him as tiger hunter, not even man eater tiger’s hunter) this country ever has witnessed, spent all life in forest in Himalayan ranges i.e. Gharwal/Kumaun & is an authority on tiger behavior & documented his experiences about tigers & forest in four wonderful books which unfortunately are more popular for his chess to kill the tigers which has become man eater. We the Indians (again with all due respect to patriots here) are always been poor in learning from history may it be ancient or even just a century back that of Corbett’s times! He has been called when a tiger or leopard turns man eater (then also with many more tigers living as well land under forests) to track it & kill it, a job in which he was master but never liked it! He could track & kill any man-eater tiger not because he was a sharp shooter or liked hunting, he could do that because he has studied the forest along with tiger thoroughly as well he has studied the people amongst with the man-eater tigers used to roam & hunt! Or unless in above two quotes he wouldn’t have been able to display his affection towards tigers as well the need of killing them when it becomes man-eater! Well, he has mentioned the causes of a tiger becoming man-eater too which we conveniently are neglecting since last nearly hundred years!

Now the stage is set for Avani the tigress in news & most of you must be knowing that she was a tigress who became man-eater i.e. started killing humans than her usual prey i.e. deer or wild buffalos so forest dept which is supposedly in charge of wild life in our State has to get rid of her, either by capturing her or killing her, ending the drama by later action i.e. killing of Avani tigress, oh her forest name was T1. Again for many who won’t understand that were there two tigresses i.e. Avani & T 1, well, mostly a tiger or tigress gets local proper name from the area it’s been taken birth or roams around or it gets name when some guide or local people starts calling it by a name they feel appropriate (which I think is the case of Avani). But forest dept can’t keep record with such names as every tiger is different biologically so after the census they name it like T1, T 2, T3 etc & these names are given by the seniority of the tiger in that particular forest i.e. there can be T1 in Kanha forest as well a T1 in Tadoba range but both T1 are different!

Sorry y for the detailing but with due respect to all die hard wild lifers whose number is very less in 120 crores of Indians, what we lack most when it comes to wild life conservation i.e. awareness of common man towards wild life in general leave apart details like above! So I thought it’s important to put the case in detail, right from tigress name. I won’t boast myself as wild life expert but I am fortunate to have much more exposure of forests, tigers, local people around the forest & yes forest dept & that’s why many of my friends has whatsapped me or mailed me that can I write my views about the entire Avani tigress killing! Again we have many experts, conservationists as well senior forest officers yet many a times a same event can be tagged as wrong or right, bad or good depending up on which side you are standing on! And with a little bit exposure of all sides related to wild life I feel what we lack most is the balanced stand ( I am referring to our rulers also especially the ministers involved in twitting as well in news papers) when something like this happens!

Now let’s see what is reason behind so much hohllah, over Avani the tigress is; she is from forests in Vidarbha region i.e. east side of our State which is, in & around Yeotmal district (incidentally most deaths by suicide of farmers, happens in Yeotmal district).  One more thing she is with cubs which are nearly eleven months old & that makes the entire event more controversial as at this age the cubs can’t survive on their own & if not captured that means sure death for them also after the death of their mom i.e. Avani. Now thing is since last two years this Avani tigress has become man-eater means as mentioned earlier she started killing humans as her food & that’s dangerous especially when she is not in reserved forests. Again for those reserved forests like Tadoba or Kanha National Parks means human movements are restricted or ban in these forests so there are less chances of a tiger becoming man-eater while the forest in which Avani was residing are habituated by humans also means she has easy access to human life. Well why she has become man-eater only she can tell us which is not possible now (wasn’t ever any ways) but issue is what we do once we know a tiger has started not just killing humans but eating them too? With due respect I am as serious wild lifer as any person who will be reading this piece yet please try to understand it’s easy to sit in your 10th floored apartment in Pune & Mumbai & write your views about how its shame to kill an innocent tiger but imagine you have a small piece of land in a village remote from any civilization, not even proper mobile net-work there (not even Geo), no electricity but your life depends on whatever you grow in your farm, so you have to go out in open & work in your farm! You have no weapon except some lathi or axe & yes you are used t work along with you wife or old mom or dad. And one more thing your small kids go to school which is one or two kilometers away from your home in your farm & there is no school bus service here so they have to walk to their school. One more thing, your home doesn’t have toilet inside the way apartments in Pune has & at night you or any of your family member has to go either walking few meters in darkness to the toilet block or in open, for nature call at night! Well, now imagine a tiger is roaming in your area & she kills humans & eats, what will be your reaction? I wonder how many of people who are shamming the govt (read forest dept) for killing Avani has actually gone there & stayed with farmers or local peoples who were living in this terror & do mind this I am not saying, the terror of a man-eater tiger Mr. Jim Corbett has described nearly eight years back in this very country, only thing is we forget history & it does repeats!

And once a tiger becomes man- eater he becomes ten times more dangerous as it’s a smart animal, a born killer for its prey! As imagine when a tiger can hunt animals as fast like deer or as strong as Indian gaur (bison is a wrong name) what chance a toothless, speedless, hornless, visionless (in dark) & strengthless animal like human can have against it as a prey? Yet there were pleas by many wild life lovers (conservationists) not to kill Avani but tranquilize her & keep in captivity. Now the doubts or rules books are being shown that a tiger neither can be tranquilized nor killed after darkness i.e. night time & Avani has been shot at night. Well, rules books are written by the humans, for the humans & Avani wasn’t a human (good for her or no one would have given a damn for her death)! When a tiger becomes man-eater it is smart enough to know that it’s better to prefers to move at night as its prey is at its weakest in dark i.e. humans! For two months after officially declaring Avani as man-eater & even Courts (well as usual every dispute in this country ends in Court i.e. judicially & Avani wasn’t exception) left decision to forest dept to kill or tranquilize Avani, entire force was searching for her & couldn’t find her as they were searching in day light. A tigress with cubs is always very cautious in her movements, even in reserved forests (apologies to tigresses Maya & Tara from Tadoba) & here she has become man-eater, just read Corbett books again how clever a tiger can become in such case! So personally I don’t think that forest dept didn’t tried to capture her as well tranquilize though even after doing that her survival in Zoo would have been difficult as seldom a regular man-eater has known to become comfortable in captivity. Also maintaining such main-eater tiger is also always a risk as it will keep seeing its prey all the time in front of its eyes & first thing such tiger will try is attack the nearest human which would have been constant threat to the Zoo staff! And still the issue of the two cubs would have been there as we all saw how much efforts were required even to sight Avani & here we are talking about tranquilizing three tigers at a time! And do mind eleven months old tiger cub may not be able to hunt but it can surely injure seriously to any human! So the risk was always there to capture all this lot & this is where conflict is happening between forest dept & all others!

I repeat, I don’t support killing of Avani or any tiger or even a snake but issue of being right or wrong does changes depending up one which side you are on & unfortunately humans rule this world not tigers is a bitter fact to which even forest dept is not exception! As scene must be there that any person in khaki (uniform color of forest as well police dep’t) would have been thrashed by the mob, had they not done something on the front of stopping Avani’s terror! And then as the second quote of Corbett terror can lead to serious rumors especially when three man –eaters tigers are roaming in an area over some hundred square kilometers with thousands of humans also along, the mess it must have created we just can’t imagine!

Now coming to the controversy of appointing a sharp shooter (read hunter) named some Shafath Ali & his Son Asgar! Well, how many of us can take the job of killing a man-eater tigress which has killed nearly thirteen people for sure, injured equal numbers as killed along many cattle amidst human settlements & yes which roams mostly at nights! Sorry, leave killing the tigress, try catching her alive by shooting a dart at her & tranquilize her! To my knowledge the dart has to be fired at least from twenty meters distance, which a tigress on charge can cover in fraction of seconds’ not even minutes, interesting, isn’t it! As even if you are a paid veterinary doctor affiliated to forest dept for this job but how many are skilled to do it as well how many times in your career you get to use such skill as firing a dart at a charging man-eater tigress, will you do it my wild life lover friends as I won’t even dream of doing it leave trying, is I can surely say for myself! About finding her at night & killing her, here one more thing I will like to ask, the entire forest dept was combing that area for months with news tracking. And if post sun set, news comes about sighting of the man eater tigress which you are desperately searching for, what you will do as an operation in charge? Tell the news barer to keep watch on the tigress till morning or keep following her with dart gun till the morning sun comes up! Sorry if I am sarcastic but I am really curious to know what your or mine course of action would have been as officer in charge in such case!

Well I think all above paragraphs might have made you think I am happy & satisfied with Avani’s death by gunshot, well I am not but ask the very same question to the concerned forest officers & see what they answer! They too are humans & their job was, is & will be to protect tigers along with all other species in which humans also comes! Remember, Avani wasn’t first tigress which became man-eater & shot dead, the important aspect we need to look on is, she can be the last tiger for dying so & what we will be doing for this outcome, is what I will ask to every person & not just to some wild life lovers! Few decades back there were just twelve hundred odd tigers left in this once tiger rich country; with everybody’s efforts the figuer is nearly doubled today yet in just last one year nearly fifty plus tigers died in this very country, what have we done on that front? Today the cry is over one Avani, as she got shot by the very dept (read forest) which was supposedly to be protecting her but then its only due to this forest dept she survived till she can give birth to two cubs, isn’t this we forgetting? In this country, tigers die on highways under speeding vehicles, tigers die on railway tracks passing through forests without any barriers around the tracks, tigers die due to electrocuting in the fencing around the farms, tigers die due to poaching, tiger die due to mob lynching as poor fellow has to come to village in open day light for search of water in summers, tigers die due to its fights with other tiger  over territory as we the humans are every day encroaching on tiger’s homes for our needs(I refrained using word greed) & yet nobody does anything about it! But just today we killed one tiger that too from pressure from another group of humans only who are not from Pune or Mumbai, we are trying to paint entire system as tiger killer, isnt something is seriously wrong? And if it’s a wrong act then it’s not just forest dept but every one of us is a tiger killer & eventually one day we will kill every specie not just tigers, without even using a gun but just making them die by their own fate which we are writing for them!

Avani, all I wish is your death won’t go in vain as even after your this much hyped death we the humans doesn’t learn that it’s not mistake of some govt dept, its mistake of entire society of we the humans that we don’t know how to protect a tiger or even a sparrow, then indeed we don’t deserve the tigers, is the harsh reality, God Bless Tigers!

Diwali, the Brightness Within!

Come Diwali  & news papers, TV channels, radios, are full of advertising, as one of my most favorite thing is to study the advertise campaigns of major brands like Amazon, Reliance, Apple, Big Bazaar & many such! Indeed right from last many decades Diwali is something which is celebrated across the country in all segments cutting through castes, religion & gender! In a country which is home for 1200 millions, all comes together to celebrate only on two occasions, one is Indian cricket team’s victory & Diwali! Now you can understand the importance of Diwali times & then what better way to gain happiness than to shop, for ourselves as well for family & friends! It’s this changed concept of happiness is the new face of India as we when we are not working or studying then we are shopping, we go to mall, we shop online, even when we go to holiday’s we shop the local things & we eat. Indeed the malls has become our best relaxation & on line shopping our key to relaxation even without coming out of our sofa cum bed! I often miss my Diwali which was the only time when we get to buy new clothes & anything big (i.e. household utensils) like Freeze, TV or Sofa set, Diwali was the time to buy it & get it to home in grand way i.e. making it in such a way that all the galli/mohalla can see the purchase! Though now a day’s people shop all the yearlong yet Diwali is still special for many families giving you one more opportunity to become happy by shopping & Marketing Gurus’ knows this mentality of we the Indians best! And then one more added thing is Diwali Bonus, though in recent times many industries (read real estate) are not at their best so the Bonus factor magic has got faded a bit! I always wonder what in modern times Diwali type festival has got any special meaning than shop & eat & have holidays because no one seems to do nothing than these activities, yes there is now new trend of Diwali Pahat (mornings) where cultural programs like music concerts are arranged with fancy ticket rates & people attend in best of their attires & then social media like FB & Insta, are full with Diwali Pahat Selfies, that’s all!

On the background I write something to my Team & because I take Diwali as a time to think about the life especially about our concept of celebration itself...

Dear Team,

Once again Diwali is here & unlike last few Diwali’s this  Diwali has come with silver lining is surely I will share. Well, most of the time whenever & whatever for a Boss writes to the team it’s only about how bad things are around & business is not good & how you all should improve your work etc etc. Indeed you all are working with Sanjeevani for many years, few of you are along since start & if I still need to tell you what is happening in & around of our company then I am the biggest fool (well, I am sometimes)! And then this is not increment letter that I describe real estate or our performance this is Diwali letter & I will like to share the meaning of it. Again many of you  will say what’s new in it, every year Diwali comes & you write to us; again agreed but each time Diwali is different rather every day is different & I try by myself to define or say understand Diwali with new vision every year.
As I will like to know how you will be celebrating Diwali, obvious it will be with family & friends but what is your definition of celebration? Shop, eat, travel, get together with family are few answers but then that can be done all year long, isn’t it? Diwali is festival of lights & do mind the darkest of darkness is not around us but its right inside us! Today you may not understand my words but do think about, can we light a dark room from outside, no, as if you want to brighten a room then the light must be right in the room. Same way to brighten your surrounding first you have to enlighten yourself & this means nothing great but happy & positive thoughts is what I meant!

Right now the problem is not with GST, RERA, Changing policies, petrol rates or race of income vs. expenses but we surrendering to the negativity & allowing darkness to enter our mind is the real problem. As once we allow darkness in the form of negative thoughts to enter in our mind then it’s the worst epidemic decease you can have as it spreads very fast darkening the minds of people in our surrounding. And for that all we have to do is keep ourselves engaged in something which will create positivity within us which leads to brightness only. This can be achieved by trying something for our own self may it be reading a book or watching good movie, singing alone, go for long walk & go for trekking as being in nature is the best way to get rejuvenated rather anything which you will be doing because you want to spend some time with you only. Remember most of the today’s problems we are facing because we try to please others while we ourselves remains unhappy & do mind trying to make our own self happy doesn’t at all means to make others unhappy or not to care for their feelings! It simply means understanding meaning of happiness as after all whatever we do at the end of the day if you are feeling dark (read unhappy) then something is wrong just like the bulb in the room might has got old & dead, is the reason of darkness in the room & what we do at such time, change the bulb, simple!  Same way Diwali is the time to change the light within & start afresh as I personally believe (thanks to all my favorite movies of Marvel, Disney) the only fight which is on forever is fight of darkness vs. brightness & this is real world where the Super Hero representing brightness is within you only!

One more thing, if (you will I am sure) win the fight with darkness by making your mind bright then don’t keep that brightness locked in you, open up windows of your mind & let that brightness reach out to others who are not as fortunate as you because a Super Hero is the one who uses his strength to make others life better & what better strength you can have than the brightness of your positive thoughts! So share whatever good you have seen or learnt with every person around you & may be he or she will find their Super Hero within! Do mind, however unfortunate you might be considering yourself yet there always is someone more unfortunate than you, all you need is look for such person & once you found him, ask yourself what you can do for him & then don’t stop at thought but do it!  And one more thing, please do not buy fire crackers in first place leave apart burning them as well spread this message because we have already enough of pollution around, even our thoughts are polluted by the smoke & smog from things like caste, religion disputes which are in a way forms of darkness only! So why we need more pollution generated by the firecrackers is what I will ask you all! Instead try something this Diwali for the nature, even plant a tree around your building as well grow a small flowering shrub in the balcony of your flat & see how it helps in making life of even one butterfly brighter, do it & then you will start loving your own-self a bit more & brighter! Friends, what more I can wish you than being able to brighten not just yours but others lives too as that’s the true Diwali is what I believe!  Happy Diwali to you & your family!

A Mask Named Transparency!

Denise M. Morrison is an American business executive who served as president and chief executive officer of Campbell Soup Company from 2011 through 2018. Named the "21st Most Powerful Woman in Business" by Fortune Magazine in 2011, Morrison was elected a director of Campbell in October 2010. And no wonder with such business executives leading the industries in USA it’s considered as one of most fair deal’s country. I remember my first trip to USA when I wanted to buy a laptop, as usual I was asking questions regarding its use & warranty as well features etc. The shopkeeper stunned me by saying I can take the laptop home, use it & if I don’t like the model I can give back within one month & get money refund! That was nearly 20 years back & when I ask my friend along who was US resident by then, what if someone uses it for month & give it back after use & get another laptop from another shop? He looked at me & said this is USA & here deals are made on trust & transparency! Unfortunate the very same Indians who praise USA doesn’t behave in these basic principles of doing business in our very own country, may it be as a trader or as a client! And when the business is real estate then the lesser we say is good is the scene & this I am saying with RERA in action! All those who are praising RERA (indeed that is good move) may raise their eye brows for my statement about real estate but then why the govt required to bring RERA (REAL ESTATE REGULATORY ACT) for regulating real estate is the question I will ask!  And then has the real estate scene improved after RERA? No, I am not referring to financial calculations of the real estate industry post RERA, they are hitting low which each passing day but for that many aspects are responsible, I am referring to transparency & trust aspect of real estate post RERA or in general!

Reason is I read news in media that now RERA authority has made it mandatory to display sanction plans at the ongoing construction site! Wow, innovative, nice, wonderful, client friendly & many more applauds came to my mind as every day we are breaking new record of antitrust movement regarding builder-client relation front, it seems! With due respect to RERA’s intention to my knowledge we are supposed to furnish all the project related information on RERA web site & it does includes sanction plans as well commencement certificate from competent authority i.e. PMC/PCMC etc. So why can’t the client who is supposedly looking for his home check it on line on RERA web site & then the competent authority i.e. PMC in Pune’s case has already made mandatory to all developers to have a board on site displaying every detail including land owners name to sanction number etc etc on this board & the developer doesn’t get even plinth checking why occupation certificate without attaching snap of such display board at site! And then all competent authorities now accept only on-line plans for sanctioning which can be made available on their respective web sites which they claim they are doing; so, what’s going to be achieved by displaying sanction plans on site in print form, are we not supposed to move towards paperless working system in first place? I think RERA doesn’t believe in paperless policy!

The problem (pardon me that’s only word comes to my mind) with RERA is everything they seem to be getting done from the builder though I agree if a builder is sole beneficiary then he should do all such things like displaying plans at site etc but what about the sanctioning authorities which are collecting money which now a days is more than profit margins of the developers! Like the developers has escrow account to ensure that money collected for the projects is to be used for the respective project only. Same way why can’t there has been a assurance that development charges as well premiums collected from a particular locality or suburb has been used to develop infrastructure of that suburb only, at least a sizable part of such funds? As by charging all the money for sanctioning, the govt (read PMC/PCMC/PMRDA) are equal beneficiary from every project which comes under RERA, isn’t it? So if we want transparency for the end user i.e. flat buyers then right from water supply to roads to electricity, doesn’t all this comes under it?

Now coming back to the displaying of sanctioned plans, indeed it is good initiative but how RERA is keeping control on this? As what about already thousands of construction ongoing which are without any sanctions & which even the local governing bodies also have accepted as illegal, what action is going to be taken on this. As unfortunately in this country every law is only for the one who follows it & by now even the flat buyers knows it. My point is, when the so called common-man goes even to buy pack (peti) of Alphanso Mangos then also he confirms about its quality by checking every single mango in the peti by verifying its color, fragrance & size etc. If it is so then while buying flat (read home or plot) of some lacs of rupees, why RERA or any other govt agency has to repeatedly tell the client about checking of legality of such home! And even after repeatedly announced by the govt agencies in all sorts of media yet illegal constructions are being built & sad part is people book their life time earning in such illegal homes! 

This happens because RERA or any other authority has repeatedly failed to take strict action on illegal homes which eventually the very same govt which has formed RERA regularizes such illegal homes after they are built, is fact which even a school going kids knows by now! Not only this but such illegal homes gets electric supply, water connection, its agreements gets registered by sub-registrar (again a govt agency) & the said home buyer gets home loan also! Now where the issue of displaying sanction plan on the project site comes in all this process, except few law abiding fools (read builders) getting prints of their sanctioned plans & will spend for it to display on their site! This also I doubt that any customer will ever care to looks at such sanctioned plans as all they are interested in how much negotiation the builder does & what kind of flooring is there or club house or gym & that’s all! The only use (read misuse) of such sanctioned plans display will be by so called social workers in the surrounding who will be very busy to study the said plan & find out lacunas in it & black mail the builder! I am sorry if I am sounding negative but unfortunately in our country most of the times putting bitter facts (especially related to hyped people friendly govt policies) forward is taken as negative attitude here & my words above also are no exception to the rule!

If really RERA wants to help home buyers then make it mandatory to attach only sanction plans to the agreement while it’s being register as that will be real effective! At the same time where RERA has got any implementation authority or even cross-checking man power, as what is happening to hundreds of circulars or orders it has passed to make the builders transparent? Why are we not using technology instead going for something which is like applying Bernol (a lotion) whereas whole body has burn injuries, is I never understand with our govt’s working style! Why don’t it’s made mandatory to display sanction plans on project’s marketing web site as well builders offices where the customer goes for booking first than at site? At the same time make people aware by arranging seminars as well using social media as most people in their life has never seen a sanction drawings & don’t know how to read it in first place! All they can understand is 3-D views & presentation drawings by the builder with furniture shown (which rarely fits in actual) & dimensions written on it! Why by now the RERA authority hasn’t appointed private architects on their panel at every city & town to make the flat buyer aware about what is difference between working drawings, presentation drawings & sanction drawings, so all this verification the client can make by his own before finalizing the flat! Most importantly what has been being done for all the projects which are being built without any sanction as well registrations with RERA, as unless these questions are answered that too by action, nobody will respect RERA or any authority & their such “Fatwas” i.e. circulars!

As after display of sanction plan what next we will be asking to the developer, display development agreement, 7/12, his shop act license or character certificate? I repeat I am not against displaying sanction plan at site & just like any other law abiding businessman I will be doing it on my sites but issue is whom we are fooling? Transparency is not something you can force on any person, it’s an attitude which has to be respected by both sides which are in the deal & more important if someone is cheating or taking disadvantage of other part then punish him fast & hard so the next person starts respecting the transparency! Unless we build such system till then let’s be happy with display of sanction plans & other documents on site which actually is nothing but just a mask of transparency! But then in a country which is full of masks, what else can be expected!

Accidental City!

Soichiro Honda was a Japanese engineer and industrialist. In 1948, he established Honda Motor Co., Ltd. and oversaw its expansion from a wooden shack manufacturing bicycle motors to a multinational automobile and motorcycle manufacturer. Well no wonder with such philosophy about the life backing up knowledge is what made Japanese car maker one of the best automobile company in the world & its absence of such personalities (with due respect to Ratan Tata & Azim Premji likes) in our country is the reason that life has so less value here! Well knowing the present franatism about expressing anything which may go against the so called govt yet I dare to say we are a doomed country when subject is value of the life (read human life) & if someone has objection here are few recent incidences (most of them has already forgotten except the families of deceased) in this Best City, Smart City, Livable City No 1 & what not; I am referring to our very own Pune.

A year back a truck lost control on Sinhagad road & whirled towards the shop adjoining road & killed a young engineer girl who was having milk shake on the steps of the shop during her lunch break. What happened to the truck driver is not known the girl’s family is clueless against whom they should complaint i.e. against the driver who was speeding to such extent so he lost the control or against the road authorities for the design which provides no protection against such situation or the police/civic body who allows heavy vehicles in the city in work hours or the shop keeper who was selling milk shake right adjoining to the road with no safety measures for its customers! Well fact is the parents lost their engineer daughter & some brother won’t have anybody to tie rakhi this raksha bandhan, that’s all people have forgot the incidence. Today if you go from that spot then the shop is still selling milk shake, clients still sit on the same steps, road situation is same & trucks are freely moving carrying all sorts of goods!

Next incidence was some four months back on Nagar road (another busy work road of city), two employees of a soft-ware company were walking towards home after their office hours from the foot path (there are still some walkable spaces in city named as foot path) & suddenly the transformer of MSEB (I like this than MSEDCL) positioned adjoining to footpath got burst & hot oil got spread all around. There were many people around this spot but the two more unfortunate, one young girl & a boy were closer making them exposed more & the girl died due to injuries where as to my knowledge the boy got serious burn injuries & undergoing through treatment in ICU of some hospital. There was news in recent that his parents can’t bare the expenses of the treatment & has appealed to MSEB for the compensation about which nothing has been done. The police filed charge sheets but no arrests has been made, MSEB says it’s an accident & maintenance was not with them but some contractor or the developer where as no statement has been given from the said names & outcome is two families got shattered by this accident. Well, I wonder what’s the definition of accident in this city because going by Wikipedia is , “An accident, also known as an unintentional injury, is an undesirable, incidental, and an unplanned event that could have been prevented had circumstances leading up to the accident been recognized, and acted upon, prior to its occurrence”! Unintentional in this case I can accept but what about that could have been prevented as whose job was it to maintain the said transformer in good condition? Falling lightning in thunderstorm on the transformer & then it got burst can be accident but on its own a transformer getting burst, can it be called accident? And why it was not installed with proper covering to protect people around if it can burst accidently, can that be also called as a accident? May be as per MSEB (read govt) it’s so or else take a walk anywhere in city & you will find hundreds of such transformers which are standing in open without any protection against accidental bursting, which as per MSEB, can happen any time any where! Well I have heard about sleeping volcanoes which can get active any time & burst & till now I used to think that’s accidental phenomenon but great by living in this city my knowledge about accidents is getting better!

Last rainy season in karvnagar area (a decent residential area of western Pune) where I also live nearby & takes footpath for my evening or morning walks. There was a babul tree on the foot path which has got dangerously tilted right from bottom. Reason may be naturally or even due to the paving work around it but it was surely going to fall someday & on one evening with strong winds before rains it collapsed killing one lady who was taking her walk & her only fault was she was right below that tree on the foot path & got killed instantly! By PMC it was an accident & many will say yes what anybody can do when a tree falls but when a normal health tree fall down it can be accident, the tree was already in dangerous position & any normal person & not some horticulturist was needed to tell its future, so who has stopped garden dept of PMC to cut it before it fall down naturally? The very same PMC gives notices to the residents of old wadas in the city to vacate their residence so as to avoid any mishap in monsoon but it can’t see such trees & remove on its own as the tree was on footpath making it PMC’s property! If a normal man goes to PMC to cut some branches or such dangerous trees in private lands then also the PMC takes nearly an year to give NOC to cut such tree (that to if the owner is lucky enough) making the residents around such trees at mercy of nature & all they can do is pray that the tree won’t fall before they get NOC to cut it! But by PMC the lady was fool & careless as she should have avoided walking near such tree & she could have saved herself from getting killed in the accident!

Then in last month wall of the canal which supplies water to towns &  farmers beyond Pune on east side got burst & huge water force flooded the homes adjoining the canal making hundreds of families homeless & taking away all their belongings even things like dining table & gas cylinders! And thanks to gods that it happened in day time when most people were out of their homes for daily rituals like work or school or just imagine what havoc it would have been if the canal would have burst at night! And as usual the authorities i.e. Irrigation dept which owns the canal (means they are supposed to maintain) & our dear PMC which is “maibaap’ of the families in these homes both said it was an accident & even blamed rodents & rats for scouring the walls of the canals making them weak & eventually collapsing due to water pressure!  Yes it was accident as nobody has actually sabotaged the canal burst yet why the canal walls were not maintained time to time till they get weak to such extent; as well it’s said that all these homes are illegal as they have been build in no development zone i.e. in the safe distance which has to be kept from the canal. If so then how these homes were build illegally & been there so long, then whose responsibility was it to remove them or is this also an accident? As well it’s been observed many optical fiber cables of internet provider companies has been laid right in the base of canal walls, weakening the walls in addition to damage done by rodents & rats, is this digging also done accidently, is also I will like to ask! 

And just some eight days back a young lady doctor was killed due to kite flying manja (a thin rope) which got tangled around her neck while she was driving a two wheeler on some main road in PCMC. Such was the sharpness of that manja that it cut deep in her neck damaging the vocal as well air pipe &she fall down from her bike, laying there on road in her own blood pool while for twenty minutes no vehicles stopped to take her to hospital (again a ugly face of smart or livable city) & died eventually till she got medical help! Accident, police as well media cried but if I remember there is ban (prohibition) on selling this manja thing in city, isn’t it? At the same time who is supposed to have control on people flying kites with prohibited manja  & that too near the roads with heavy traffic instead making them do so in open areas where such accidents won’t happen!

And then like feather in the cap the latest “accident” occurred when a hording fall down on commuters waiting at signal in a busiest square in the city! I don’t need to write about the havoc it created as the clip of the incident is on mostly everybody’s cell phone as joke is when such incidence happens the cc tv cameras capture it perfect but when some vehicle has hit some pedestrian or chain snatch incidence then the cc tv’s rarely gives proper image of any help!  Any ways that’s different subject but when I saw that clip of hording falling on people standing at signal I was too stunned for any comment, except “My God” & sure all those who have seen it shared my reaction. Again as per the Railway dept (as the hoarding was in their land they are the owners) initially gave same reaction is it was an ‘Accident” though a tragic one & later some official even acknowledged that it was negligence on the part of Railway, a silver lining to the mishap! Yet why PMC has to give just notices when it knew these hoardings were illegal & risky as if some day the Police on duty (by the way they has to be 24 hours so) see some murder happening in other govt dept’s land, will it wait to give notice to the said dept & turn a blind eye towards the murder? If no is the answer then why PMC on its own didn’t demolished such dangerous illegal hoardings instead just giving notice to Railway & looking other way than the hoardings, still we can call it as an accident? As those who died were all PMC residents only & standing on PMC’s road, still PMC can say that it was not their jurisdiction & accepts that the four people’s death under that hording was a plain accident? And what we should call to the thousands of such hoardings (hanging death is better word) which are still displaying faces of our dear leaders & social workers, “Accident in Waiting”?

And then every day people die in road accidents on BRT routes while PMC says its job of PMPML (PMT) to control entry of two wheelers or private vehicles in BRT lanes, PMPML says PMC doesn’t gives them funds & Police says they don’t have enough man power to control this & its job of either PMC or PMPML but certainly not Police’s, so the accidents keeps happening killing people on BRT route. As well we read news of small kid playing outside his home (mostly some hutments illegal needless to say) was attacked by stray dogs suffering serious injuries, sometimes even death! Again authorities say “accident” as how can someone predict stray dog’s behavior, indeed but who is supposed to control their population in first place & stop their menace for the city? Or overpopulation of stray dogs too is an accident now?

Indeed in this city we can’t kill stray dogs (no, I don’t want to kill them just gave an example) but the citizens get killed like dogs on street (read “kutte ki maut”) as above are just trailer the way death approaches to common man under the name of accident! Issue is not about the accidents but our attitude to let them happen knowingly & on top of it not doing anything about them as well denying accident’s responsibility! In most of above incidences we could have avoided these so called accidents but by tagging them as accidents, is like allowing get away for the concerned people who are the cause behind these accidents actually! May it be MSEB transformer or canal wall or hording collapse or traffic management there are lacunas which can be seen by naked eyes yet we just don’t care about improving the system as for us death has become just an accident! In some way the citizens themselves are responsible as what can be said about the people who needs a law to wear helmet for protecting their own head, this can happen only in Pune, really the Smartest City, aren’t we? But then going by recent incidences even helmet can’t protect any citizen while moving on city streets, rather we should think of full body armor while we go out of our home though I wonder as what if some fly-over (over bridge) falls on my head, which armor will save me then!
