Water World!

Michael G. "Mike" May is an American business executive, skier and enthusiast of other sports who was blinded by a chemical explosion at the age of three, but regained partial vision in 2000, at the age of 46, & that’s why he relay on hearing more than seeing something, even water! It’s said that when you lose ability of any of your senses then your other senses gets sharper, like hearing in case of those whose ability to see gets weak! Sure had Mike been here in Pune during last few days he would have heard water all along the roads of the city & would have thought he is amidst some flooding river or lake gone flooded, such was the situation all around. This city always amazes me as barely fifteen days back I was writing on water scarcity & how we should save every drop of water & just a day’s rains & now I am writing about havoc the rain water caused in the city & reasons of same!

This was the driest of the years in terms of rain fall & I am not giving any statistics for my statement but my own exposure with the city for last nearly thirty years! Each time when any of the month goes without rains, shouts of save water save Pune starts all around & then the rain god smiles & everything comes back to normal! This game we are playing since long but this year, there were different plans in the mind of rain god. It didn’t smile at all along the monsoon & we are facing one of the darkest water crises, though I wonder whether most of us have realized it even now! But suddenly when we are expecting winters sky got clouded & it rained in end of November like its monsoon time & the outcome was as expected  i.e. every civic front got caught unaware & unprepared to face the rains! There was water flowing in every possible direction & along every possible way it got & where it wasn’t flowing there it formed ponds initially which took the shape of lake soon. Many buildings in low laying areas were victims with water level rising to even plinth of ground floors & shops, cars in the parking got submerged. At many places the water got in electric meter boards causing short circuits & resulting failure of power supply for hours. The drainage chambers got flooded too which wasn’t supposed to be & the drainage water was flowing on road causing unhygienic situation all around. The roads become best path for water & took the form of streams or nallahs even like river at some places. Compound walls collapsed at many places causing damage of vehicle, thankfully no causality was there & then as usual trees fail down causing more traffic jams in addition to the road blocks due to water logging! Traffic signals got off due to short circuit (that’s what traffic dept claimed) & entire traffic came to stand still. Its scene like some Hollywood movie like Water World, with water every where!

Well well, someone will think all above must have  caused due to exceptional rain fall like Chennai got hit last week, but no, it’s just one & half inch rain fall that too all over the day which has caused this scene! On one side every single person, dept, elected member, rulers of the city are involved in making or in race of Smart City, on this back ground one small burst of rains exposed our futileness of becoming smart, surely it’s a warning call is what I feel! As here we are making our citizen aware about saving every single drop of water & the same water is not just being wasted but becoming destructive for the citizens only!

As usual there is post ho hallah by all parties giving blames to administration & then administrations top bosses visiting the most damaged parts of the city due to water clogging & issued notices to concerned officer as well warnings of improving their work given & again the natural course of time dried the water along with action plans! The civic chief big heartedly accepted that its due to concreting of the roads, water absorbing capacity of the soil has been reduced causing more rain water getting accumulated as runoff! Very well but this a ten year old kid could have told so is it needed flooding to stop rampant concreting going all around the city roads? There is an advertise of some window covers where a lady is shown changing here homes window cover with a tag line “sare ghar ke badal dalungi” means she will change all window covers of her home window in to a particular brands covers. Here our city rulers seems to have decided to follow the tag line, “sare shaharke badal dalenge” i.e. concretize every possible open space which is there in the name of roads, lanes, street whatever it may be! Even the earth patches along the roads known as cambers that also has been hard paved. The same PMC urges the developers for obtaining rain water harvesting NOC in the complex for completion certificate by virtue of which there has to be earth cover within the complex up to a certain percentage to allow the rain water percolate in the ground. But as usual laws are for public & not for law makers & rain water harvesting isn’t also an exception! This has another dimension i.e. this will lower the already decreased ground water table in the city further deeper as if we don’t allow any water to percolate how the charging of ground water will happen? But save water is only for narebaji is the fact for our rulers as no elected members urges to stop the concreting of roads or paving of entire city, reasons known to all! One more thing the concretization chokes the steam of all the trees along the road, leaving no space for them to grow as well as water percolation is zero the tree has to struggle for getting water & eventually becomes week. This caused increased incidences of tree failing around the city adding to more damage to property & life! Though I am no botanist yet this can be a logical reason so shared!

The rain water carrying drains is an engineering joke as every season same thing happens that water flows from everywhere except from the rain water lines! It’s high time to study the entire system of rain water drains & redo the same as how many floods we want to prove whatever we have done on the name of rain water carrying lines is not working at all. The chambers are at wrong places & not in level with the surfaces. At many places rain water lines slopes is wrong, making it cause of water logging itself than draining it away. The drainage line chambers are at lower level than rain water chamber covers making rain water flow in drainage line causing them burst open & all drainage flowing on road in heavy rain time. First of all get a contour survey done of entire city roads & nallahs so we will know which area rain water to be collected where & where to let it drain. In a city which is targeting itself as becoming top smart city of country, data plays very important role & we are too poor at it. Once we get all the levels then we can think of where to use rain water drains & where use surface draining. Make ward wise maps & make a master plan for entire city & then start executing the same with a designated target.

Another important aspect is quality of rain water drains & chambers; here we can form a team of supervisor & two masons at each ward & their job will be only to check levels of rain water collector chambers as well to check up condition of rain water carrying lines & repair it if found any problem. As its probably easiest task  to check up the levels of rain water chambers, by naked eyes also a trained engineer can do it yet like we check up in our toilets floor slopes, all one has to do is pour some water around the chamber & check whether the water flows towards the chamber or in any other direction! And this job should not be done just before monsoon for the sake of show that checking has been done, but make it year long process it should be. This will ensure not only clear water ways for rain water lines but if you have a look at any new paper & accident news, then maximum causalities are caused by poor  workmanship of drainage/rain water chamber covers. So the keeping all the chamber covers in level will also help in road safety. We can also think of starting a quality control team at PMC which will keep moving all around city & silently record the work systems as well outcome of all road works related to drainage & rain water lines as well the same team can be used to check every job right from footpath paving to road dividers, so the common road user will be benefited at end! This team can mark every water logging point in rains & workout solution for the same. The very same team will check letting drainage in rain water lines or vice versa!
Then comes the basic reason for flooding & water as cause of destruction & every media is screaming at the top of their voice is closing of natural water channels or reducing their water carrying capacity! VDO shoot every channel/nallha/ stream & keep a digitalized record of the same so as it can be used as reference. Where there are plots along the slopes then make them compulsory to leave way for rain water flowing from adjoining properties from the earlier form of open plot; & this can be done on surface also! There has to be a standard design of bridge or causeway when a road is cutting the natural water channel & it has to be strictly followed, this will ensure free flow of natural water channels & avoid flooding.

Finally we all need rains as that’s essential for our living but a little bit of technical control can help in the rains not becoming a cause of destruction. Like Mike May said let the sound of pounding the water be soothing to our ears & let it not cause curse or shouts of pain from the listeners, then only we have succeeded as  Smart City!

Revenue Avenues; Ideas Are Here, Where Is The System?

Marco Antonio Rubio is the junior United States Senator from the state of Florida, serving since January 2011, and is a candidate for United States President in the 2016 election. No wonder he isn’t asking for increasing taxes but increasing tax payers as election are on head & no voter will like a candidate who speaks about increasing taxes. So, the revenue is a worrying factor not only for under developed countries like ours but even for countries like USA too, at whom we look as rich country! 

On this background a unique news which didn’t made head lines yet caught my attention recently & it was about our beloved State rulers are very much worried about the debt which our State is carrying & decreasing revenues. The news said that the top brass of the State is thinking about more revenue generetion & soon they will be announcing a competition about the best idea or concept of revenue generating & the best such idea will be given price of whooping Rs ten lac! Wow, that’s big amount & this shows two things, first the condition I mean financial condition of the State is too bad & at last rulers have accepted that the so called govt has run out of ideas! And why State, similar position our Pune city is also facing with no money for development works & shortage of funds causing delay of many projects, so at PMC level also a committee of few officers has been established which is supposed to study as well find out new ways of revenues!

This is very funny scene the Govt itself in short of money; what common man is supposed to do then! I think though it’s a good & proactive step of calling people in for ideas yet before that the State govt as well PMC should work out an introspective search of their existing revenue charging systems & effective implementation of the same. For e.g. two days before there was a news that now PMC can get nearly a crore of rupees extra income due to National Green Tribunals decision for charging fire cracker stalls, per stall Rs Three thousand as surcharge for cleaning or pollution in form of garbage these fire crackers generates! And on next day there was a news  that as per the official sources it can’t be claimed this year as PMC hasn’t received the said judgment copy, so this year they won’t be claiming any such ses/tax from the fire cracker stall holders; great, isn’t it? Even a small kid know who owns most of the fire cracker stalls so no officer has daring to claim this money from the heavy weight stall holders whose hands have reached so high in govt  that they themselves are govt!

This is just tip of iceberg, millions of sq fts of illegal construction is there all around city & in district, its volume is such that the concerned system’s people jokingly says, “lets count or enlist the legal constructions, as that will be an easier job than to count illegal ones!” So neither we demolish these illegal construction nor we regularize it & start them taxing! Doing this will generate revenue in two folds i.e. one is charge heavy fines to the concerned developers, so it will be a income as well charge some fine to the people who has bought the flats here & saved money by not buying in a proper sanctioned project. Then start charging property taxes to these constructions at higher rate than those which are legal constructions. This all will be added income for the local as well state govt. But then the system which don’t have even the proper list of illegal constructions, can you expect to do all this mammoth job from it? And even if the list of illegal projects is made then also all what will happen is they will be regularized but no recovery will be ever made from them is a fact!

In Pune & Pimpri Chinchwad combinely its been said nearly fifty percent population lives in slums, means they don’t pay any charges for the infrastructure they use, which includes right from water to roads & every service of the city. I am not against any slum person as nobody lives in slum by choice but then that doesn’t mean they should not pay any tax to the city! As till now it’s never published by PMC what is exact population of the city, how many registered properties are there in the city & how many unregistered properties are there! Because then only we can get exact idea of how many people are living in the city which doesn’t pay any tax! Again no elected member or ruler ever has raised this issue nether any govt servant on his own has dared to take-up this challenge is a fact! Because that means directly confronting with the vote bank of leaders in every party, so it’s better to find new avenues of taxation & tax the existing payers which don’t protest a word but keep suffering silently! What a shame as here only can happen that fifty percent people are paying taxes for hundred percent population. And this is just for property tax, god know about every known tax like Vat or Sales Tax which state govt charges, so at the end its the genuine tax payer only who has to keep paying more & more taxes! Take example of street hawkers or any road side vendors, there are millions of them across the State & what taxes they pay to govt? Nil is the answer, we all know! Why can’t govt charge them lump-sum for the business they are doing at public places? Give a revenue target to the concerned dept & that has to be collected or else take action against the officers;as corruption is the most leaking door for the genuine revenue is a naked truth! 

Here equally the end buyer too is at blame as whatever you buy may it be a home or vegetable, see that you are buying from a legal seller, is the responsibility of a ideal or smart citizen! Because whatever you are buying if its legal then only the govt will get revenue from that deal from which infrastructure will be build for us only, so every such person is equal culprit in decrease in revenue!

Then another big reason which Hon CM as well finance minister of the State is overlooking & that is delay in implementing any policy which again is a cause of increase in costing of every single project around. See the example of infamous Metro in Pune; when it’s announced the budget was estimated as Rs 8000 crores & now the news says its Rs 12,500 crores! So now more taxes to accumulate this increased budget but had all the decisions regarding the Metro has taken in time & work would have started then we would have required lesser money, is a logic even a school going boy can tell, but our rulers don’t understand it! This again is applicable to many policy decisions right from sanctioning of development plans to hundreds of decisions regarding real estate, which is a major revenue generator for the PMC as well for the State! Simple decisions like TDR utilization policy or same DC rules in all municipal corporations are pending for years & outcome is those who are ready to pay legal way, have to wait & those who any way don’t follow any legal path keeps building more illegal buildings; so it’s a two way damage to revenue of the govt! And on other hand those who have been paying taxes what they get in lieu of their honesty? Nothing; as our roads & traffic keeps on chocking their travel, water is to be bought by tankers, their garbage is at mercy of some villagers nearby & their river stinks like a nallah, public health is in chao & what not! All this because the local bodies or govt don’t have enough funds for infrastructure & a system in place to do it!

Take example of revenue generating other aspects like tourism; there are  so many places in & around the city which can be promoted as tourism spots but for that again we need proper infrastructure, so like “pahale anada ya pahale murgi” thing; as we don’t have tourism because we don’t have infrastructure & we don’t have revenue so we don’t have infrastructure! Simplest things like keeping our public toilets clean, we can’t promote the concept of adopting the toilets by corporate companies & take decisions like allowing adverting on the same are kept at hold for years! We don’t make a list of spots around the city like tamhini gahat which can be a heaven for the tourists & make use of them in promoting the city, who has stopped the govt for doing what they can do with existing set up, is the question which haunts me always!

Time is money, I think this our dear govt should remind  itsef. As in any new proposal if the permissions are given faster & without hassle then it’s a revenue increase gateway only. Look at the environment NOC procedure for the projects above two lac sq ft area, here keeping respect for all good intentions yet the projects which has been sanctioned by local body is again rescrutinized for the issues like water supply or access road or drainage lines or rainwater lines, & the entire things get delayed for years! Why the environment committee has to ask these questions to the developers when answers of these questions lies with another govt department only! In the process it’s not just the project but the revenue of the govt only gets delayed, who will explain to the govt! And every possible reasons these departments gives for the delay in their own projects execution also, right from the usual less man power, to acquisition of land to rains or material shortage & god knows what. Finally the person causing delay is also from some govt dept & the person facing delay is also from some govt dept only, so who is to be blamed & who will take action is the key! This happens especially projects like roads or dams or canals & city related infra works. We can’t find out land location for airport nor for garbage dump yard neither for Metro terminal, I really wonder whether we really want to find the solutions of the problems or just keep shouting for them! Here govt can think of forming a separate follow-up cell for every department with professionals from the respective field on it & these teams will follow the projects above a certain volume & report the progress to the top level. At the same time like in private field the concerned officers must be held accountable for delay in projects & action should be taken against them & same principle should be applied for any revenue collecting avenue, so we don’t end with replies like “we have to yet receive some court order so we didn’t collected the tax!”

Another thing which every common tax payer is bugged with is what kind of works govt does with their tax money? Right from giving penalties to causalities even in illegal vehicles accidents to building collapse to making monuments for the public figures; all sorts of govt money i.e. public money is being used for many things which are in no way of use of the common man. Here unfortunately few are considered as more common & they are emotional enough to forget their real needs under the name of public sentiment or demand! High time the common population should get aware & stop demanding such monuments which indeed are important but not when most of us have to struggle for our day to day needs! And there has to be a final list of compensation for every possible disaster causing causality & no one should announce the compensation at individual whim!

There is a very popular fraze in Marathi “zoplelyala jaga karata yeta pan zopecha song ghetlelyala nahi” i.e. you can wake up a person who is sleeping but you can’t wake up a person who is pretending sleeping; same seems true with our rulers! Fine, no harm in calling more ideas about revenue increasing & involving more brains for the same but outcome will be someone will give a real classy idea for revenue collection, get the ten lac rupees prize & the idea will get filed & rest on some shelf in Mantralay & will get burned in fire some day! Hon CM, it’s not the new avenues of the revenue is the problem, it’s the system which is supposed to collect that revenue is!  With all due respect to yours & your colleagues sincere efforts to increase revenue, please understand just by intentions or ideas revenue won’t increase, it will increase by the system which will really work for revenue earning, till then common man will keep suffering & the so called system will keep making money on that suffering also!

Endangered & Extinct, Who Cares?







“Saving just one specie won’t change the world; but it will surely change the world for that specie”… Anon.
If the words can move the world then surely above words have that power as I don’t know who said it but it’s worth reading any time. Why I remembered this quote is consecutively a particular topic come in the news papers & it’s about endangered species of the birds. That way sometimes I really admire & at the same time pity the media as poor fellows keeps writing about such topics when people are interested in politics or sports or who is dating who types affairs yet the media does spend time & their precious space for news such as endangered birds’ species! That means media is fool or there are still few fools left around who do read such news, sure I am one of such bunch! Here again there are category of such fools who read the news such as endangered species may it be birds or frogs or even some butterfly. One is who reads because it’s been printed in paper, like my dad who reads every word of the news paper including advertises too. Then there are who goes by the headline of photograph along with news. Few just read such news & leave it saying “kahi honar nahi” i.e. nothing will improve in this country. Then there are few who read it & share of discuss furiously about it in their friends circle & next day there will be news for discussion! But there are very very few who will read news about specie in danger & sit back, think about what can be done & one or two of such lot will actually act on what they think! I think the above quote has been written by such soul!

Let’s see what’s common city people’s reaction to this, when I spoke at many platforms about extinct or endangered species of birds or animals, the first reaction is, most of the people does understand meaning of the terms like endangered species or any specie getting extinct but what impact it’s going to make on our day to day things, is they are not aware or bothered of! If it’s earlier thing then its ok as you can make aware to someone but the later part is more of concern i.e. they are not bothered with any specie getting extinct or endangered! As I have came across many educated so called intellectual men who says what’s so much fuss about it, even the tiger as what it matters if there are hardly three thousand of them left in the world! The world was same when there were some fifty thousands of tigers & its same with their present count, isn’t it? We have so many day to day issues to survive right from petrol rates to commodity rates & water crisis as well traffic & affordable homes; isn’t it more important to have roof on every human beings head than caring for some three thousand animals who any way lives in jungle & hunts for itself? Well, there certain is some logic in these questions but the same people wonder or get even irritated that sparrows are not being seen in the city & thinks its cause of concern. On the top of it every builder advertises his projects as nature friendly & wake up in the sounds of not horns of the vehicles but chirping of the birds. And so does many our day to day products who appeals us to go closer to the nature by using them, right from tooth pastes to air conditioners to bottled water, every brand tries to cash in the nature & its biodiversity!. Even the current travel trends shows that more & more people wants to visit places which are natural treasures, may it be forests like kanha or tadoba or take the backwaters of kerala or even Himalayas; all these places are hot in demand than the usual shopping destinations! So it’s a clear indication that common man does wants nature around then why each day we have to read about species getting extinct? The answer lies in our ignorance in understanding the term nature is what I feel!

Take example of tigers, at present every forest safari in every national park is full the day forest bookings are open & every visitor wants to see the glimpse of the tiger or if he or she feels their money is wasted in visiting forest, this means they know importance of seeing the tiger live in forest but then they don’t want to take responsibility for its reducing count! Same is about people showing concern about reducing numbers of sparrows & birds like bulbul & maina from the cities! We just show concern & do nothing or think it somebody else’s responsibility to make the nature around a better thing for us! Because if we see all the sequence or say behavior pattern then most of us doesn’t do anything to conserve the nature by our own self is the fact. And for that we need to understand the nature in first place.

It’s a difficult question though, what is nature? I am no great philosopher or the academics in the field but by me, nature is biodiversity around & what’s biodiversity? It’s the verity of life we see around in every form which is nature in itself! For e.g. right from the butterflies to sparrow to big trees like rain tree to vultures to frogs to tiger, every species of birds, tree, grass, animal & even the fish represents biodiversity & they all together makes nature. Like we as human being needs some basic infrastructure to survive, every single species like grass & earth worm needs basic infrastructure to survive too! We call ourselves intelligent most developed specie on earth so we invented all possible machinery for making our life comfortable but at the same time every other specie has got right of comfort on earth, is what we conveniently forgot & there lays the problem for all other species than human being!

For years when we were not so called civilized as man was as natural as other species like birds or animals, till then there was no threat to the nature but then as shown in a so called mind freshener bubble gum advertise, an ancient man has been shown being friendly with a donkey & they used to search the food together & live together. But the man ate this bubble gum called “dimak ki batti jala de”, he gets an idea & invents that he can use machinery in form of wheels & he makes the donkey his slave! Agreed it’s a teaser ad yet it speaks the truth about human nature; the moment we know our capacity to get comfort then we don’t hesitate to consider every other creature our slave & behave like ruler. In this haste we forget that we are making others life not only miserable but we are putting them in danger to such extent that they are becoming extinct!

There are so many examples of our such acts around, for e.g. take vultures which was common sight till  hardly twenty years back, but we not only encroached their habitats but we used chemicals to feed our domestic animals which was harmful to the vulture who actually were doing job of sweeper by eating the carcasses when these animals die. Result is the vultures are now endangered as there is no food or no habitat! Why vultures, even the frogs of many types are getting extinct as there are no more ponds or lakes near the cities, all of them are either encroached for our buildings or got polluted to such extent that they frogs are unable to live in those ponds; our so called river in Pune is classic example of killing of biodiversity by humans & same is the scene in all around State or Country! Then look at our way of celebrating; we use every sort of loud sound & smoke & fire in form of fire crackers driving every bird out of the city & we don’t think how they will survive in some other habitat? It’s not about against or for fire crackers but it’s high time to think that is there need of fire crackers in already polluted environment in which we live?? In countries like USA or in Europe it’s only once in a year use of fire crackers & they have very strong policies for pollution. We need to learn good things from all these countries while celebrating!! Today only in news paper I read that India is 105th in 145 nations when its giving i.e. charity or donating what we have, lets improve here by copying other countries than pointing their use of fire crackers! It’s about making others happy is what more important & in others even the birds also come! Friends, many people give examples of other countries using crackers & other things polluting environment they do, or even in our country we do such things & asks why only objection on Diwali fire crackers? 

Well, wiseness is in curtailing our wrong deeds & not justifying them because somebody else does worst is the way I always look at myself!! Unfortunately very few proudly say, “No guys I didn’t bought a single cracker this Diwali neither my most of friends or neighbors did, though I didn’t forced them to do so!!” As any ways in these days for any common family around us when basic living itself has become so costly, burning fire crackers is like burning our hard earned money is the fact!! Many even say does it mean our kids should not enjoy fire crackers? Yes it’s true but our enjoyments should not at the cost of others lives, especially species like birds which are getting endangered due to air & noise pollution!! Already there is so much pollution around so whatever we can reduce by our efforts individually is welcome! We only can teach out kids that excitements is in many other better things like visiting a orphanage n make them happy with sparing some time with those kids &sharing what we have with them!! So many such activities are there that’s need of the time is what I feel!!

There are many who say what Govt or forest department is doing about this? Are we not paying taxes, then why we should bother ourselves with the endangered birds & frogs, when it’s Govt’s job to look after it! Right, paying taxes is one thing but then it’s not the govt who is polluting rivers, cutting trees & burning fire crackers, but each of us only is some way or other involved in doing it! Govt is lacking no doubt about it as even if they are doing better things for maintaining biodiversity yet that’s not the job any single department can do; the govt needs to be proactive & involve people in this job. But somehow the scene is, there is a huge gap between the govt & common man on the front of conserving biodiversity. First the govt is unable to make people aware regarding importance of this aspect of life & second is make every person individually involve in the process of conservation. 

Here we can take help of NGO’s to act as a link between govt & common man. The NGO’s too at many places have their own agenda & interests & my personal experience is many NGO’s prefer to keep common man away from the system just to retain their importance in front of govt officials!

We can involve schools here especially the environment science staff & make Nature Club at every school or college level, through which we can percolate the importance of biodiversity to each family level & this is very much important at city or town level. Because in villages as most of the families live closer rather say dependent on nature so they do know the importance of the same. Here need is to make the villagers self sufficient on their day to day needs so they don’t encroach on nature for the same. But in cities, the common man as I mentioned at start have many other problems at hand than the nature so to make him aware about his role to conserve the nature is a tough job & that where we need the brains in the govt as well corporates & ngo’s come together & crack the nut. The in charge of forest dept at every district level should be given this job or as I have already stated there has to be an Environment Cadre formed nationwide like IAS or IPS; as this is a job of professionals! 

It’s high time now the environment which is other name of nature itself,  needs a full throttle support from all levels or else with the rate  with which each day more & more species are getting extinct, there won’t be left anything to save is what I fear! And then  at last only human being  will be there surviving proudly as most intelligent specie we are; but as in the 80’s movie of Big B, Mr. Natwarlal, the hero says to the kids “Ye jina bhi koi jina hai lalloo!” i.e. “Is this worth living, what you are calling as life?”. Imagine what will be the life with no tigers or no chirping of birds or no butterflies flying over the wild flowers & sounds of frogs making us aware about start of monsoon; I think I don’t want to live to see that day & it’s in my hands only to change my this dark future. If each of us understands this responsibility of ours individually then surely we can stop our future getting dark & then only we can be proud of being human or else we should be most ashamed specie for what we have done to other species & deserve the darkest of future, mind it friends!
